我之前装了几个版本的python，感觉太乱就全卸载了，现在新安装好python3.4.3后
在cmd输入python都正常
但是在pycharm中运行空文件都报错
报错信息：
Fatal Python error: Py_Initialize: unable to load the file system codec
ImportError: No module named 'encodings'

解决方案1:
用管理员权限安装一次，然后配置对环境变量试试
解决方案2:在pycharm中的project structure中设置你的python解释器路径，如果还不行再给python的运行添加环境变量。实在不行，可以试试通过pycharm中的install repo来安装这个模块
